Applying for a visa before expiry of the current visa

Hi!
My mothers current visa expires in August. She plans on travelling to the US in July and wants to stay for 6 months. Can she apply for a visa before the expiry of the current one? She had just travelled to US a couple of months ago. Any suggestions willl be extremely useful
