Where to Open Traditional IRA Account ? Please help

Please , Can anybody tell me where to Open Traditional IRA Account ?
One insurance agent told me that if I open an annuity account with him, he can give me 5%bonus and that account also can be opened as Trad. IRA account ?

I did not understant the difference between Opening in the bank or Opening with this private insurance company when both are IRA account.

Can any body share their experiences ?
