TRIVIAL Question about Visiotr Medical Insurance

My parents are coming to USA by next week.
Few days ago a glass table fell on my father's foot and today X-Ray revealed a fracture which he will get it done but that needs to be removed after 6 weeks.

Since I'll be buying Medical insurance for him anyway, does any of the insurances cover the removal of fracture casing. In case more x-ray needs to be done, are the basic services like this are covered or maybe a physical. He's 64.

Does taking Med. Insurance from India will be more beneficial in this scenario as compared to Med. Ins. from USA.

Any information/expriences will be helpful.
