Default Is Job/Wage classification from SWA required for labor certification

Hi

I had my GC applied in 2001. I-140 was approved , bearing PD 09/28/2001.

I have changed my employer in the meantime.

My current employer has started processing the GC. The attorney mentioned that they will be porting the PD.
but the attorney has been sending the JD/wage classification to the SWA (State workforce agency or EDD) for approval before filing the LC.

It has been rejected twice by the SWA owing to interpretation of the Job description.

Is this a part of the process that JD/Wage classification approval has to be obtained from SWA ?

Thanks in advance. Would like to hear on this soon.

yes, wage classification is assigned by SWA
