visitor visa for single parent

My mother is a single parent and is a house-wife. She got her son and daughter in US and her visa was rejected 3 times earlier under 214(b). All those times my brother send sponsorship documents and this time I am thinking of sending. Any idea if this will have negative impact? The reason I mentioned in the application is tourism and visiting me - didnt state about my bro. Can someone give me any inputs on this please? Thanks.

Need some more sepcific details for the last 3 rejections before making any meaninful suggestion or comments, mail me the details

They obviously think she is a possible immigrant. Any one can sponsor for her but the case will not change much. Also you will need to mention your brother in her application(sons/ daughters in the US section).
You could keep trying but don't let her be affected by the rejections. It is not a big deal really.
