Social Visit Visa for dependent parents.

I just got the H1B stamped. I want my dependent parents to go to US for a social visit with me. Can I apply for their visa before I go to US?
What are the chances for them to get the Visa.

They are old and not in a state to travel on their own.

they can apply thier own for tourist visa, if have good financial backing , and follow the process with all the required documentation for quaifying the visa they can get it. You should not call it visa for social visit with you to USA, rather call it visa for tourist purpose.
