I have applied for No Obligation to Return to India Certificate. Documents were submitted to consulate general of india and got back duely signed. Now I have to send them to India for obtaining a clearance certificate. There are two things I need help in:
1. What should be the content of the cover letter to be written to these people in India? I mean should specify why I am seeking a NORI?
2. Is this rout of getting the waiver the only way out? Is it possible that without going for a NORI certificate, the employer can take care of the waiver?
Please please please help.........
Thanks for any help in this regard.

I do not think that you need to specify any reasons for it, try to write a general letter stating that you wish to change status and therefore require a waiver.

As to the J-1 waiver, you need to get one there is no other option. In my experience employer's usually do not do this.

This is a pretty standard process, you should not have any trouble in getting the clearance.
