B1/B2 visa rejected

I am a doctor and my b-1/ b-2 visa to take clinical exams in US was rejected, since i had mentioned my brothers status (GC) who stays in US. The officer said that since my brother has not come back, you are also not going to come back. Can you please tell what are the chances of getting the visa if i repply again. Will the status of my brother affects my application again.

Your Brother's status of GC is not the only reason, the fact is all young people have difficulities to get the B2 visa, for the fact that they have high rate of not coming back.
