F1rejected Applying 4 H4visa

Dear Senior Members
My F1 Visa Application Was Rejected 4 Times Previously For Masters In Public Health Programme. Now I Am Planning To Apply For H4 Dependent Visa. I wish To Know -- 1.Whether My Previous F1 Rejections Hamper My Chances Of Getting A H4 Visa.
2.my latest f1 rejection was in jan2005. do i need to wait for some time b4 applying for H4

1. Each visa type has different way and factors to be qualified for the visa grant, so if your F1 rejected ( unless any fraud, misleading info etc) it doesnt mean that you can not apply for other type of visa if you qualify and in need of other type.

2. there is no such rule to wait, you can apply any time.

my previous rejections were on 214b , so i think it it should not be any problem
