Dad Visa Rejected 3 times

hello all,
My dads visa was rejected 3 times in last one year .Now as my brother is getting married in US we want him to try once again for the visa.My question is should my dad mention about my brothers wedding in his visa application or should he simply state tourism as the reason of his visit.My mom has 10 years visa.I will really appreciate if anyone can help me with this.Thanx.

Provide all the facts and documents to proof for the weding like original invitation card, letter from your brother /or brothers in-laws inviting him for the wedding etc along with other documents.
