Visitor Visa and finger print

I have a parent who has got the 10 year Visa before the finger print programm was announced (before 2004 i guess). The person has already travelled to USA and back before that program. If the person need to travel now, do we need to have the Finger print already done at the originating point (Like US Consulate in India) or will it be automatically done when the person enters USA next time.

Any response / help appreciated.

If they already have a valid visa, they don't need finger print in India.
Thier finger print will be taken at the time they enter into USA at POE.
