First, you need to get an offer from a school. The school will provide you I-20. You can change your visa status to F1 by filing I-539 form. You will get a new I-94 with your I-539 approval notice. In additon, when you travel abroad next time, you need to get your passport stamped with F1 visa.

Thanks, Paraguru for your reply. One more thing I would like to know does University issues I-20 or it takes consent with INS. In a simple way when INS comes into picture?
1. At the time of issuing I-20 by University
OR
2. When I file I-539 for change of my status from H1 B to F1.
I would really appreciate your help.
Thanks alot

no,INS does not have anything to do with ur i-20.School has to issue that.School will ask ur paystubs and sponsors for ur studies.sponsors have to show some bank balance. After these all, they give u i-20 and then they send all these documents to INS.
