Parents domicile change from one consulate region to another

Hi:
My parents got their passports from Bhopal (falls under Mumbai Consulate). They also got their first visa to the US in Mumbai bask in 2000.
Two years ago, they moved to Visakhapatnam (Chennai consulate). We are getting conflicting information from travel agents in India - half of them agreeing they should go to Bombay and the other half for Chennai).
Does someone have any experience with his? Please help!!!

ur current place of residence determines where to apply
u must provide current address on all forms such as ds156 etc
passport address is not important.
