Visitor visa - Agriculture question - tax

My father-in-law does the agriculture. I heard it seems consulate asks for the previous tax filing details. He never filed taxes as his income within the lower limits. Any suggestions on how to handle this situation, if they ask?

tax returns are not required in every case - u can provide a document with details of current occupation , property etc.
