Letter from Congressmen for in-laws vistor visa

Folks,

I called my local congressmen and he asked me to send an email - Could anybody requsted for the same ? i need some guidence in drafting an email (I am not sure what information i need to provide!)

IF anybody has the same, please send it across to me.

First- Why do you need a letter from him?? Was someone refused a visa?? Letters can go both ways, so it is risky.
