re apply ! Mother Visa rejection

Hello
For my mother Visitor visa got rejected twice from Chennai Consulate on the clause of 214 b. I have two sisters who are married and settled in india.My mother is alone staying with my cousin brother in India and she works as government teacher ,
So Now I am trying to apply from Newdelhi consulate.?Could u please let me know whether she can apply from Delhi Consulate?Did any one got visa stamped after rejection from chennai and got it stamped from Delhi.?Any help,pointers,things to take care while applying third time.

the geenral rule stated by US embassy that if some one refsued by X US consulate, they can not apply to Y US cosulate.

u can apply at delhi / kolkata only if a visa has not been refused earlier.

As for ur next application, please show documents that would establish strong ties to India. u will find many useful tips in this forum
