lost passport/visa,Is transit visa needed for France travelling from Newark to mumbai

Hi,
My mother came to USA on a visitor visa. Her bag got stolen at Newark airport and she lost her passport with valid visa stamped on it.

Now she will be travelling back to India. She will be getting her dupliate indian passport soon, but now she will not have the US-visa stamped on her passport. She is travelling by Air-India which has stopover in Paris.Generally they don't allow passengers to come out from the plane at Paris.

I m not sure weather she will need transit Visa for France to travel back to India.
Does any one knows about the requirement??

And the other thing I want to ask you is that if she has to get transit visa does french consulate here in USA issue one to the indian citizens applying here.

Also will she have any problem in mumbai she will have no visa as well as the stamp they put on passport in India??

I hope you have a copy of her Visa Stamp.
Carry Police report copy and copy of the Visa it should not be a big problem. Also talk to the airline explain the situation ask them if they require any addtional doc or information.
This will be helpful for her to take her out to any issue at any airport.
