Visitors Visa,item# 9 in I-134 form

Hi

I am applying for visitors visa for my parents second time as first time was rejected.In I-134 form in item # 9 should I state my parents name as i am applying visitors visa second time?

Since their prior application was not approved you should write "none", once if you sponsor someone and they visit the US and return , then you can mention their name, since they were never issued a visa it stays none, unless in the past you have sponsored someone and they have visited the US. Follow document list on this website and remember interview is key (body language).
