Register Car at Virginia DMV

One of my friend has the NY state's Learner's permit, and after that he had to move to Virginia for job. He enquired in Virginia DMV and found out that he does not have to obtain a separate Virginia Learner's permit, and the NY one holds good.
Now he is planning to buy a car, and is also getting the insurance from progressive.
My question is, can he register and Title transfer the car with his name in Virginia DMV with his NY learner's permit ?
Does anybody has similar experiences ?

As per CA driving laws he will need a licensed driver beside him to drive his car ona permit. for buing a car he might need a license if he plamns to finance and carry full coverahge which is always recommended.
