will the same Qs be asked in 2nd attmpt interview also?

in-laws visa at chennai got rejected first time (214b) due to insufficient financial ties in India. i don't know if this was the only reason for denial....so my questions are:

a)will their 2nd interview just focus on that aspect (financial) or will it be a total fresh interview?

b)shud they be consistent in what they answer now and what they had answered earlier? does consulate record conversations and check?

There is a possiblity that the officer who took the interview last time , may interview this time as well, so try to be consistent in answering general questions.
also, must prepared assuming a fresh interview..and not only for the financial stuff..

My mom had her second interview and got her visa.but you have to be in consistent with what you answered at the first interview since the officer knew all that was written in the previous attempt.

saying wrong might again have adverse effect
