h1b transfer from india after getting 221g

I got my H1b approved in 2008. I went to visa in mumbai consulate in october 2008, But i got 221g & was asked for further documentation. I asked my employer to give me the documentation, but now they say that they r unable to provide me the documentation.My h1b is valid till october 2011. Can i transfer my h1b to some other company & what is the procedure. this is my first h1b.

You may find a new employer and and new employer can file a new cap-exempt petition. After that gets approved, you may apply for a new visa using that petition. Time in India does not count towards 6 year limit. But, remember it is highly likely that if a consultant applies for you they will be asked to provide client details and their own ability to pay you.
