info about visa

i am planning a trip for my parents to come to US.They both are in government service(SBI and BSNL) and i am not sure if they need a 'No Objection Certificate' from the government for the visa.Anybody with any info pl help.

Any person in Job, must have NOC and approved leave letter, consulate do ask for these in many cases.
