Suppose my mom gets her visa in December for 5 months starting from december and travels only in January. Will her stay in US be reduced to 4 months or will she be given permission to stay for 5 months starting from January.

Date on visa is independnt of the I94.
The I94 given at the port of entry governs the stay in USA, so it can be even upto 6 months from the date when she enteres to USA.
Visa stamp value is only determines that the person should enter into USA before the expiry of that date.
