Hi
My in laws are in govt job.
Is NOC is really reqd ?
They can get it when they will come to usa but for visa interview I am not sure they can get NOC in such a short period.

It is needed. Your in laws should hold off on the interview till they can obtain one.
The VO may or may not ask for an NOC but some Govt jobs in India require that you apply for an NOC if you intend to apply for a visa to travel abroad.

To clarify, they already had a NOC for the passport and they will also take one more before leaving the country, when they will apply for the Grant Of Leave from the employer.
Isn't that enough atleast for the Visa Interview??

I guess the VO might want to see the leave is granted for the intended duration of stay in US. So it would be better to apply for leave before attending interview.

If they don't have specific travel dates in mind yet and just want to apply for the visa; then a letter from their offices stating that they are "entitled to so many days of vacation and they have permission to travel abroad during such vacation", should suffice.
