Taking minor kids to USA for vacation

Hi

Me,my husband,my kids are all u.s citizens. My husband is working in usa. I have come to india for vacation and planning to take my sister's kids (15 year boy and 10 year girl) for summer vacation to usa. I am planning to apply visitor visa for them.Is there any special procedure for taking minor kids?
How many I134 needed? how to fill I134 for minors?

After they get a visa, be sure to get power of attorney from their parents to get needed care for them in the US. Have their parents contact a US immigration law firm in their home city to prepare all needed documents for a safe visit.

It's needed because they are minor kids and would be travelling internationally without their parents/ legal guardians. Without it they might have problems at Immigrations both in India and the US.
There have been numerous cases of child abductions across international borders and as such IO's tend to closely examine all cases of minor children travelling without their parents.

Is there any specific format for such power of attorney? We are in coimbatore,tamilnadu. there are no us immigration law firms here. will ordinary lawyer know about this kind of power of attorney?

Since their parents would not be with them, it would be difficult for you to obtain medical treatment for them in the US. US laws are very strict about non-guardians rights over children. Even children traveling on school trips need authorization forms for emergency care.

You could have the paperwork done in the US and sent to them to have signed and notorized.

Is this power of attorney needed for visa interview? what are the chances of minor children getting visitor visa without their parents? The kids are in school in india. they will come back after their summer vacation. Is there any kind of document I can submit to assure they will come back after summer vacation.
