You cannot file for H-1B transfer, Instead, new employer can file a new H-1B petition under a non cap case as a new application by using your previous H-1b details. Once it is approved you have to go for visa stamping and then enter US.
Note: This is not a legal advice, please consult an attorney.

Hi,
Transfering H1 to a different Employee is possible. I have a similar experience. My new employer transferred my H1B through a very good attorney. First time I was denied a Visa quoting that my employer was not capable enough to offer me a job, hence I changed my employer. Also my first attempt for a visa was in Chennai and my next (after H1B Transfer) was outside India. I still did not land in USA
Regards
Bil
