My parents who aare aged are staying with my sis & BIL in Mumbai although they are residents of BG. It will be easier for them to go for a visitor's visa at Mumbai rather than Chennai. is this allowed? If they receive avisa now, can they wait until spring to come to the US? Thanks:)

If hey can proove with documentary evidence that they are staying with your sister and brother-in-law for more than 6 months, then they can attend the interview in Mumbai consulate. It is better you contact VFS to ascertain on this.
Regarding their visit to USA, they can travel to USA till the last date mentioned in their visitor visas.

Thanks so much! What kind of evidence can they have? Their hosts have their water bill/phone bill, but that does not show my parents' names? Thanks again :)

Do they have any bank accounts with local address? They need to have some evidence to proove that they are in the present address for more than 6 months. Please ring VFS for more details.
