L1 to H4

I'm on L1 visa and working here for a company in US.My husband is on H1 Visa and is working for another company.I'm planning to put papers in my current company,hence my L1 visa would not be valid any more.Can my husband apply for my H4 visa.Can i get h4 visa while i'm here in US.Do i need to go back to india.Please help me on this.

yes u can, u need to apply for COS L1-H4.
