Please let me know is there any way to convert VISITOR VISA to K3 VISA after marrying INDIAN US CITIZEN as per US law?

I dont think so, you need to apply for a fresh K3 visa

Expanding on the previous answer -

If the marriage takes place in the US, they could file an AOS based on the marriage as long as there was not the intent to marry on entry to the US on the visitor visa.

Do not enter the US after marriage on a B2 visa if the marriage occurs outside the US; it would be misrepresentation at the border of intent of the visa holder to "visit" since they are married. Once the marriage occurs, the B2 visa is basically useless.
