Applying US visitor from different country

Hi
My brother is working in Australia for last 3 years, and obtained a permanent residence status there. He wants to apply for US visitor visa. Should he show documents ie. ties to India ( he has property etc there ) ? He does not have any property in Australia and rents a home.

I am trying to sponsor US visa for my brother & sis -in-law's visa from London .Does anyone has any experience of any Indian citizen living in UK applying for a US visa.Also is it better for him to apply on his own without mentioning me or is it better if I sponsor it?He is a Tech professional working in UK.Any guidance will be greatly appreciated.
