can in-laws use hospitalization of my wife as a reason for visitor visa

My wife is pregnant and my mother-in-law's first visa attempt was rejected on April 9,2008. The reason was that she was single and that both her kids are in US (though her son will be in US only till December 2008). Now my wife is hospitalized and will be in hospital for at least a month. Can my mother-in-law use hospitalization as the reason while applying for visa the second time?
