Your mom cannot travel with you. You have to sponsor tourist visa for her ONLY after you reach US, start earning and showing a good bank balance.
Her tourist visa also has to be approved. If you are the ONLY son to your MOM then the chances of getting tourist visa for her will diminish as the VO will think that your MOM may stay in US permanently. Even if the visa is approved she can never live with you permanently. At the most she can visit you and stay with you for six months every year.

H1B holders may only sponsor children and spouses for dependent visas. You mother may qualify for a visitor's visa if she can demonstrate ties to your home country.
Your mother may NOT "live" in the US with you; she may only "visit".

NO. SHE CAN NOT DO THAT.If she is comming to USA on Visitor visa, then she is a visitor only and can not stay with you more than the date mentioned in I94 issued at the time of POE. If she comes to you frequently then she is asking for trouble. She may be denied entry all together at some point of time. The ideal situation is that she stays with you for 2 or 3 months even though she may be permitted to stay for 6 months, in the first instant She can make her 2nd visit after staying in her home town for more than 6 months and stay with you full quota of the allotted stay mentioned in I94. By this way, she will not creat a doubt in the mind of IO that she will be a potential immigration candidate.
Trust this is clear to you.

You do not even mention whether your mother already has a B2 visa. Unless she can demonstrate ties to India and convince the IO that she only intends to visit, she will not receive a visa to let her visit even once. People have applied many, many times without receiving a visa.
Your suggestions demonstrate that the IO would be correct in denying her a visa because she intends to live rather than visit with you. It is a priviledge to be permitted to enter the US; you are intending for her to abuse that priviledge as shown by you recent question about reentering in a month.
If it is so important to be with her, you were wrong to apply for a H1B. You should have investigated the rules regarding permitted dependents before applying. There are many people who would have love to have the visa you possess and who will obey the rules of the visa.

Your cousin can sponsor your mother for a tourist visa. There is no way other than getting a "Tourist Visa" for your mother to enter the US.
I think you are in a wrong forum, Please visit the discussion forum on "Visitors Visa" and you will get all sort of information.
