Can I sponsor Visitor Visa to my mother while I am on EAD ?

I got my I-140 approved in 2004 and I also got my EAD in September 2006 and I am working on EAD. Can I sponsor Visitor Visa to my mother. I am with a notion that I need either H1 or Green Card to sponsor Visitor Visa, is this correct? Please throw some light on this.

you can sponsor Visitor Visa when you are on EAD, instead of photocopy of H1 or GC you need to send copy of your EAD (front and back)
