DS-158 Clarification required

I have scheduled an appointment for my parents and my niece(sister's daughter who is 12 years old). I have filled online DS-156 for all of them while booking the appointment on VFS.

also I have found in vfs required documentation area the following:

Note: If the applicant is under 14 years of age, the forms DS-156 / DS-158 must be signed by one of the parents.

Is that required to fill DS-158 for my niece who is 12 years old?
please advice.
