Hi! My parents are visiting me in April 2008 and their visa expires in Aug 2008.. I want them to be here for 6 months.

I have 2 questions:

1. Can they apply for a new visitor's visa before their arrival?

2. If not, can they arrive here and get the new visa?

How does this work?

The information I got from the vfs website is:
My visitor visa (B1/B2) expires after my intended date of arrival in the US. Do I need to get a new visa before departure?

You can arrive in the US right up to the last date of validity indicated on the visa. The Immigration Officer on arrival determines the duration of stay in the US. Your visa can expire while you are still in the US - just ensure that you do not overstay the period permitted by the Immigration Officer.

But this is not enough... I do not think that the Immigration Officer will stamp the I-94 for 6 months of stay...

Its your choice, whether they want a new Visa Or they can still come on existing visa this time.

There existing visa is good to enter into USA. They can enter into USA any time before the expiry of the visa.
Stay allowed in USA, vs. Visa expiry date both are different things, the allowed stay is determine by the I94 given by the officer at POE while they enter to USA.
