Is everyone getting 10 years multiple entry B2 Visa ?

Hi Folks!
I was wondering what determines the period for which they issue the B2 Visa. Most of my friends I had asked got it for 10 years Multiple Entry. Can the Consulate issue the visa for lesser period?

now a days many people (80%) are getting 10YR Multi entry, if they are parents or immidiate relatives.

There is no limit on the period of visa, might be from few weeks to 10YRs depends on the case and VO assesment. My parents and MIL got 10YR multi entry couple of months back.
