h4 visa holder need SSN or TIN

Iam on H4 and my husband is H1 holder who is working here since 3 months and I came in December.
Iam not aware of whether I need to apply for SSN or TIN.

Tasks Iam planning
1)I want to get H4 to H1 transfer in next year quota
2)I want to apply for driving licensse

Doubt

Do I need to apply SSN or TIN for all the above things.
Can I apply state ID also.

please help me in this and I thank in advance.
