I had to re-enter Canada at Niagara Falls border from Buffalo border to become Landed Resident of Canada. They (Buffalo border officer) gave me a piece of paper basically saying my US entry request was rejected so I could go back to Niagara Falls border. The thing is I don't remember exactly what that piece of paper was.
Does that count as an entry to United States? If yes, does anyone know if that piece of paper was a refused US visa? I need to know so I can fill out the DS-156 form for my interview.
