H4 Visa Query

Hello All,
I (for H1) and my wife (for H4) going for US Visa on 22nd Oct @ Mumbai. My wife has got rejected twice on F1 visa (in Jan - 2006) before our marriage. Does this affect to her in getting H4 Visa. She was refused on the basis that she will not come back to INDIA.

Kindly let me know if anything we have to take care in this regards.

for H4 same reason cannot be used to reject since H visa is a dual intent work as well as immigrate to US.
