Information on PIO Card

Hi:
Can anyone please share an experience on getting PIO (Person of Indian Origin) card? I am going to apply for PIO card of my baby with Indian Consulate, San Francisco. Any idea how much time it takes for issuance?

Apart from the required documents given on the site, any special care I need to take?
