Urgent : 156 for kids for visitor visa

I am planning to apply for visitor visa for my brother and his family..Do I need to fill DS 156 for both his kids (one is 2 yrs and other is 3 yrs) ..??
System requires us to fill DS-156 for each person applying for the visitor visa.

In Q21 :Present Occupation?
For 2 yrs kid : NA (not applicable) Is this correct...please advise...

156 is application form which is required for each person irrespective of their ages.
