I would like to know if I can apply for the H1B visa if I have finished my studies in civil engineering and I have the document of my university that says that I have finished but I don't have the official document (title) that says that I am a civil engineer.

The US Citizenship and Immigration Service (USCIS) started accepting applications for fiscal 2008 (starting October 1st, 2007) on April 2nd. The H-1B visa quota was filled on that day. The next opportunity is April 1st, 2008. A few types of organizations are exempt from the cap. You can try and find a job at a university, an educational related non-profit organization or with a government institution, I believe. Good luck.
In regards to your question, I do believe some people have succeeded in applying with a letter of completion. You should probably be prepared to show the official diploma later, upon request.

You should have Degree for the qualification which is the base of your Employement / H1B.

And Mind it; Even the Provisional Certification does not work.
