Still no receipt # after 20 days. Applied for HIB premium processing on april 20th

My Lawyer filed for H1B premium processing on April 20th and I still dont have a receipt #. Lawyer indicates the application was recieved by USCIS on 21st.

Same law firm applied for another candiate on May 1 st and they already recieved the Recipt #. In my case he says that USCIS may have bundled my application with the non premium applications hence the delay and also says that all the H1B appications filed in april are experiencing delays in processing due to huge volume of appications recieved in April! Is it true

He also say that he wants to refile my application. Will it create any other problems if they refile my application?

I filed my H1b on April 10th through normal processing and still no receipt number. I wud suggest you wait bc if you refile...........it will complicate and or elongate the process. I know a few more people who have filed primium and still not received their receipt number.
