Murli - help needed in visa refusal case

My Mom's visa got denied at Delhi Embassy for 214 (b).

I have following questions.

1) can we schedule visa appointment at Mumbai consulate instead of Delhi Embassy
2) what more supporting financial documents or other documents we should carry for next time?
3) Does the financial document need to be notarized or it has to be prepared by a CA.
