questions with GC and b1/b2

my sister is a green card holder for 2 years now,she just got married last year. her husband however has a b1/b2 visa a long time ago. since my sister cannot petition her husband yet, can her husband use his b1/b2 visa to enter the US. if so, can he tell the immigration officers that his purpose for visit is to tour the US and at the same time visit his wife? or would there be a problem if he said that he will visit his wife?

there is no need to add confusion and making it comples by adding meeting with wife etc, B1/B2 is good to enter as visitor and reason can be just visit.
