If the consulate gives a visa that says its valid from apr 6th to july 6th,how exactly would it work out?Do they
have to come before july 6th to USA?Does the visa counts from the day they arrive is US and does it base on the stamping on the port of entry.

A person can enter any time/date before the expiry of the Visa date i.r in your case they can enter before 6th July.
The actual lenght of stay in USA will be given by the immigration officer at the POE ( Port of entry/airport immigartion dept) on I94. Generally they give 3 months to 6 months of stay on your I94.
