Old Visitor Visa question

My parents are applying for a visitor's visa in June. They had applied for a visitor's visa in 2004 and had got a one year visa. Due to some reasons, they could not visit me during that time and the visa expired. Is that (approved and us-used tourist visa) a positive thing or a negative thing when they go for visa interview this time?

Also, when the VO officer asks why they did not travel on the old visa, what is the right thing to say?

it is ofcourse is postive.
As far as their travel is concern, it is very unlikely that visa officer will ask such questions, even if aksed they can tell the truth that, due to personal reason they could not travel.
