Port of enrty rejected

Hi All,
My cousin was coming on a B1/B2 visa.His port of entry got rejected today.IO has asked him,what was the purpose of visit.He told that he is visiting US to attend a training with his comp xxx(A reputed company).
This is his second visit to US,earlier he told the same thing and he was allowed to stay for 6 Months.He was with a diff company then.
IO has cancelled his visa as well and told him to get a work visa and sent him back to India in the next flight.
What needs to be done now.Would he be able to get a work visa if he was denied at the Port of Entry?

Any help is kindly appreciated.

in which POE it was happened, did he entered from this same POE before time? and the meeting location is also same?
if so then IO may not reject as per my idea.

First time was at (Dallas)DFW and the second time at Minneapolis(MSP).
