Mom Applying for visitor visa for 5th time

My mom is applying for visitor visa for 5th time . This is the history:
1st time visa granted 6 months -- visited usa and came came back to india in stipulated time
2nd time visa refused -- 221(b)
3rd time visa refused -- 221(b)
4th time visa granted 3 months only ( did not come to usa)

now she is applying again . My father already has visa . He will also come here in case she gets approved.

My question is : should she mention that she will not be traveling alone ( To show family ties to the country )?

Such questions does not really have any significance from the visa grant perspective. Its your choice if you think that may be a good idea then she can answer that.
Key thing is overall interview preparation.
