Question 9 on Form I-134

Hi
My parent’s visa got rejected in last year July and now they are applying in March.
While, filling Question 9 on Form I-134, should I specify My father and mother names though I am sponsoring them again.?
I am sponsoring the same persons (whose visa got rejected) ..so really, do I not mention their names ?

And also, shall I need to mention about previous rejection in visa issuance request letter to the consulate?

Please advise me.

No need to put their name if they didnt get the visa last time.
